One time a year we require a valid email address for the contest game, what do we do with them? Nothing, just verify your the winner of the game (that's it folks). After the games over we hit the magic delete key (Poof, they be gone)! One account per ip address, the server takes care of that so we don't worry about that. So you have more than one ip address?
